Public library boards are legally responsible for the library’s finances and financial management. As custodians of public funds, trustees must be accountable in their management of the library’s monies. They have a duty to secure adequate funding for the library and to exercise appropriate fiduciary oversight. This program will explore the legal aspects of library budget management including; the budget process, fund accounting, audit and control of funds, procurement, external audits, NYS Comptroller’s Audits, obtaining adequate funding, the property tax cap, investing public funds, capital fund accounts, financial policies, the roles and responsibilities of staff and board members, and when applicable, the role of municipal entities in budget development and management.
